Are you a victim of housing discrimination? Fair housing is your right! If you have been denied your housing
rights, you may have experienced housing discrimination.
This pamphlet is a brief summary of the rules adopted by the Idaho Public Utilities Commission (PUC) concerning electric, natural gas, and water termination practices. The rules apply to all residential customers of investor-owned utilities in Idaho under the jurisdiction of the PUC such as Idaho Power, Avista Utilities, Intermountain Gas, Utah Power & Light, Pacific Power & Light, Citizens Utility, and United Water.
These rules do not apply to cooperative utilities or municipally owned utilities.
This brochure was prepared by Idaho Legal Aid Services, Inc. for the purpose of informing tenants of their rights and responsibilities in federal housing programs under current Idaho and federal law. It does not include other legal theories which have been adopted by other states but as yet not accepted by Idaho’s courts. At several points in the brochure, the tenant is advised to seek legal assistance of an attorney.
The purpose of this memorandum is to reiterate procedures for complaints processed by Fair Housing Assistance Program agencies that involve Low Income Housing Tax Credit properties.
In 1977, the Idaho Legislature passed a law which gives tenants a method of forcing landlords to make repairs. This pamphlet describes the law and gives some hints on how to use the law. We recommend you go through the following steps in this brochure if you have previously notified the landlord of the need for repairs and they have not been made.

If you have been trying to buy or rent a home or apartment and you believe your rights have been violated, you can file a fair housing complaint.
